History & Significance

A William Smithers account from the early 1800s relates that he and several other settlers helped build a fort at Hartford on Rough Creek in 1782–83, which local tradition asserts was the first permanent settlement in Ohio County and the entire lower Green River Valley. The settlement is believed to have consisted of a stockade and small log buildings on the bluff above the Rough River, located 300 yards northwest of later Hartford on pioneer Gabriel Madison's land.

Land was donated by Gabriel Madison, part of a 4,000-acre Virginia grant in 1782. The area was settled before 1790 and was often the scene of bloody strife with Indians, representing the first fortified place in the lower Green River Valley.

Historical records identify key early inhabitants including frontiersman William Smithers and other settler families who undertook agricultural and defensive duties. Hartford and Barnett's Stations, about two miles apart, were frequently harassed by straggling parties of Indians, and a number of persons who ventured out of sight of the stations were killed or captured.

The fortification served the growing settlement until it was gradually superseded by the town proper. Hartford was named county seat of Ohio County in 1799, the post office was established as Hartford Court House in 1801, and the settlement was formally incorporated by the state assembly in 1808.
