Fort Heilman occupied a strategic location at Garey's Ferry, where Black Creek's two forks converged—a critical supply hub for the U.S. Army's sprawling interior campaign against the Seminoles. Established in May 1836, the fort began as a modest quartermaster depot but swiftly expanded to meet the demands of General Winfield Scott's operations and, later, Major General Thomas Jesup's strategy of attrition.
Captain Charles S. Merchant constructed quarters for Major Julius Heileman's command, and the fort expanded over the following months to keep pace with the military's growing involvement against the Seminoles. In July 1836, the fort was renamed in honor of Major Julius Heileman, who had been killed in action at Fort Drane on June 27.
By 1837, it transitioned to ordnance depot status, sometimes called Black Creek Arsenal. Lieutenant M. M. Clark noted in summer 1837 that Fort Heileman supplied an average garrison of 600 men using approximately 40 wagon teams, with supplies weighing some 180,000 pounds.
Settlers driven from their homesteads by Seminole attacks sought refuge at the fort; refugee rolls from 1837 listed numerous families including the Johns and Sparkman families, along with pioneer surnames such as Bardin, Blitch, Hagan, and Padgett. The 8th U.S. Infantry briefly occupied the site in 1842, but records suggest this tenure lasted only a few months before Fort Heileman became a distant memory.
